Pat Grose comes to the Enterprise with a wealth of experience, including non-profit management, state service, and years of managing and overseeing Workforce Investment Act funded programs.  Ms. Grose is an articulate, highly skilled, deeply committed, thoughtful professional, with a passion for workforce development.  Her contributions at the state level include development of the first statewide Department of Labor funded current workforce development program in Oregon.  This program funded businesses and industry consortia to provide skills training to their workforce.

Pam Ferrara has a Master’s from Oregon State, with graduate level courses in Labor Economics and Statistics, and is also a fluent Spanish-speaker, having learned during two years in the Peace Corp in Guatemala. Ferrara has taught courses in Consumer Economics at Oregon State University while working on her master’s, and Oregon Politics and Government at Oregon State University and Willamette University while working on a Ph.D. in American Government. 
She wrote two reference books on the history of Oregon’s legislative elections, entitled “The Almanac of Oregon Politics”, while working for six years as the director of Oregon Common Cause.

Ferrara has been writing a monthly column for the Salem Statesman Journal for over a year and a half on topics relevant to the local and state economy.

Renee Hammill, Administrative/Human Resources Assistant

Renee Hammmill has 25 years of managerial experience in the public and private sector.  She has experience with non-profit organizations, grant writing, and collaborating with community partners.  As the Administrative/Human Resources Assistant, Renee is responsible for coordinating conferences and events, managing the human resource system, and is the staff to the board membership committee.

Gary Lanctot has a 30 year career in workforce development, having spent over 18 years with the Mid Willamette Jobs Council and 12 years with Linn-Benton Community College.  During that time Gary has managed a variety of workforce programs and initiatives, served on a variety of State Task Forces and Work Groups, and most recently served as Worksource Oregon Coordinator for Linn, Benton, and Lincoln Counties.  He was also involved in Career Pathways work for Linn-Benton Community College.
Gary has returned to the region to work with the WIA Title I Adult and Dislocated Worker Programs, and partners in the regions Worksource Oregon Centers/ System.  Gary graduated from Portland State University with a degree in Social Science, with minors in English and Education.  He is currently a member of the State of Oregon Rehabilitation Council, serving on the Executive Committee and Chairs the Quality Assurance Committee.

Karen Litvin has a diverse work history in the private and public sector, centering on project management, education, and staff development.  Karen has led many projects and programs for Western Oregon University, the Oregon Department of Corrections, and the National Institute of Corrections in support of personal skill development and the development of a more skilled workforce.  Karen has taught and trained adults and adolescents in a variety of subjects and skills, and has conducted various local, state, and national trainings and presentations.

In her current capacity, Karen uses her facilitation skills to work with private, public and non-profit organizations to build partnerships that nurture personal skills development of current workers, out-of-work individuals, and disadvantaged youth.  As the Enterprise’s Workforce Program Manager, Karen facilitates industry groups to fund events, training and special projects. Julie Miller is the Bizconnect Coordinator for Yamhill County, a project of the Enterprise through a Department of Labor WIRED grant. BizConnect coordination includes:  Marketing & Recruitment of Business Partners, Business Training & Support, Liaison services to High School partners, and Management of a Database of Career Exposure Opportunities. An essential component of this industry-focused grant is building a pipeline of skilled workers for businesses to locate, stay, and thrive in Yamhill County.

Julie brings experience in both business marketing and seventeen years in education, teaching both middle and high school and working at the district level in staff development. During her summers, she enjoyed being a hospitality and landscaping work supervisor for the Job Training Partnership Act (JTPA) program in Everett, WA.   A favorite teaching assignment was Career and Technical Education where she taught Marketing and organized an award-winning DECA chapter in the Yakima Valley

Julie earned her Bachelor’s degree from Iowa State University and her Master’s from the University of Wisconsin.   Graduate work focused on promoting youth engagement through School to Career programming, Multiple Intelligence theory, and Positive Behavioral Support Initiatives. Julie is actively seeking business partnerships in a wide variety of industries.

Gary Mueller has a 20 year career in the financial management and administration of a diverse cross section of businesses and organizations in Oregon and Colorado. He was instrumental in the development and success of a start-up, responsible for the fiscal administration of special projects for a governmental agency, and oversaw the statewide financial operations of a publicly traded company.  In his current capacity he works in partnership with government and business organizations to assure that the Enterprise’s fiscal operations run smoothly and with integrity. As the Chief Financial Officer, he ensures that contracts, policies, and procurements comply with all federal, state, local, and Enterprise requirements and together with the Executive Director and staff, works to create a dynamic, effective, and well regarded organization that is vital to the economic development of the community.

Gary holds a degree in Business Administration and Finance from Colorado State University.

Sue Nebrija received her Bachelor of Science degree in Elementary Education through the Teacher Corp Program at Northern Arizona University, in Flagstaff, Arizona. She taught on the Navajo and Hopi Reservations for the Bureau of Indian Affairs.
Sue returned to Oregon to work for the YWCA of Salem where she spent over 14 years managing programs for Southeast Asian refugees, teens and teen parents, and as the Assistant to the Executive Director for Racial Justice. During this time she also worked for the International Catholic Migrations Services in the Philippines teaching SE Asian refugees about U.S. culture and the world of work before their resettlement in the U.S. 
In 1993, Sue entered the workforce field with the Oregon Department of Community Colleges and Workforce Development (CCWD).  She had over 10 years experience at CCWD as a Program Liaison for Workforce Investment Act grantees throughout Oregon, and was also the Lead Worker in the Dislocated Worker Program. Her position involved policy and program development, grant management, and systems building projects.  During this time period she was selected to be a consultant with the Romanian government to help their workers and businesses transform their workforce from a communist structure to a free market. She guided the Romanian agency staff in setting up a resource system for workers being laid off from a steel company, and provided training to agency staff on utilizing peer advisers to help fellow workers transition to other employment.
In 2003, Sue joined Chemeketa Community College to oversee and manage their Oregon Department of Human Services JOBS contract for Marion, Polk, and Yamhill counties. She worked closely with DHS District Program Managers, Branch Line Managers, and several community organizations to coordinate services and develop programs to help JOBS participants gain the skills needed to move towards self-sufficiency.

Christine Watson is the STEM Coach for Marion, Polk, and Yamhill counties, assisting participants pursuing education, training, and career opportunities in Science, Technology, Engineering, and Math. The role of the STEM Coach is to provide one-on-one support to participants, educate community partners about mentoring opportunities, and identify and coordinate resources. Serving as the program coordinator and initial participant case manager, Christine will be housed within the Region 3 WorkSource centers.

For three years, Christine worked as a project coordinator for local workforce development by providing contracted training for Chemeketa’s Center for Business & Industry. Her client base included local manufacturers in metals, food processing, and secondary woods. She is excited to continue her work with local manufacturers as she identifies opportunities for both participants and businesses.

In her training and development roles, Christine has delivered training programs on communication, leadership, and negotiation within the industries of banking, newspapers, tourism, and higher education. She earned her bachelor’s degree in Journalism from the University of Tennessee and her Master’s degree in Communication from Regis University. Christine’s passion is helping others identify their potential and achieve personal success.
